The Department of Internal Security was organized in 1963, shortly after it became known that the head of the USSR MI6 sector, a man named Philby, had been a Soviet secret agent for about thirty years. Such a sad event, which completed a series of failures in the British security service, was the reason why some ministries concluded that it was necessary to strengthen discipline in their counterintelligence departments. So, with the unlikely hope of joint activities of these numerous (and completely independent) organizations, instead of their usual rivalry, the UVB was created.
