But since it was impossible to control the distant prison planet from Earth, the authorities did not try to do this. They only took care to create a security system that guaranteed that not a single Omega prisoner would escape. That was the end of the first volume. The note indicated that the second volume would be devoted to the modern history of the Earth. It should have been called “Status - Civilization.”
