Book Royal Sovereign-class battleships
At the end of May 1889, the English Parliament adopted this law, and the Admiralty budget, approved shortly before, increased by another 25%. The increase in the naval budget was accompanied by a strong statement. The text of the law stated that from now on Britain must have a fleet stronger than the combined fleets of the two largest maritime powers after it. Thus, for the first time, the doctrine of the “two-power standard” was formulated, which subsequently determined British maritime policy for a long time.
